If you are not a member of SIL International, you may well qualify, but be sure to read the license carefully. You can find the license at http://www.xmlmind.com/xmleditor/license_xxe_perso.html.

NOTE:

Some Linux users using a 64-bit computer have reported that the (32-bit) 2010 XeLaTeX package that comes with the Linux installer did not work for them. They had to use the (64-bit) 2020 XeLaTeX package. This appears to be because their Linux system is not set up to run 32-bit programs. To get the 2020 installer, see https://software.sil.org/xlingpaper/xelatex-package-from-tex-live-2020/. Also be sure to read https://software.sil.org/xlingpaper/differences-between-xlingpaper-with-tex-live-2010-and-tex-live-2020/.
